Kazakhstan is changing the rules governing market operations
The deadline for the modernization of retail markets in Kazakhstan has been extended until the end of 2026, according to Inbusiness.kz. The decision was made due to delays in construction and installation works at a number of facilities. At the same time, the Ministry of Trade and Integration of Kazakhstan is strengthening oversight of market operations and introducing new operating standards.
According to the ministry, the modernization program planned to upgrade 100 markets across the country in 2025, including 11 facilities in the Almaty Region. For markets where modernization has not yet begun or is significantly behind schedule, special regional roadmaps have been approved.
Alongside the extension of the modernization deadline, unified national standards for retail markets are being introduced. The new requirements cover sanitary, fire safety, and urban planning regulations, as well as the creation of comfortable conditions for both entrepreneurs and visitors.
Changes have also been made to internal trade regulations. Markets will now be subject to unified operating procedures, requirements for management companies, and a standardized process for concluding lease agreements.
To strengthen oversight, 11 additional requirements have been added to risk assessment criteria and inspection checklists. In addition, a working group has been established to coordinate project documentation, provide consultations on fire and sanitary safety issues, and assist in obtaining technical specifications fr om utility service providers.
In cases wh ere the commissioning of facilities is delayed, an interagency group will assess the demand for retail space in advance and consider alternative locations for accommodating tenants.
In the Almaty Region, the Department of Trade and Consumer Protection has already begun working with facilities that failed to complete modernization within the established deadlines. Market owners are being issued notices requiring them to eliminate identified violations and comply with current legislative requirements.
The new measures are aimed at improving the quality of торговой infrastructure, ensuring the safety of facilities, and establishing unified standards for the retail market sector in Kazakhstan.
