For food products, the share of domestic goods must be at least 50%, while for non-food products, it must be at least 30%.
If the loan is used to replenish working capital, the entrepreneur must purchase goods, raw materials, and materials from Kazakhstani producers included in the relevant register.
A separate measure is available for new domestic manufacturers. They can receive retail space for their products on preferential terms for a period of three months or more. Such space must be provided by retail facilities participating in the program.
There are also restrictions for landlords. Recipients of government support are prohibited from increasing rent for one year from the date the subsidy or guarantee agreement is concluded.
The maximum loan amount covered by the program depends on wh ere the project is implemented:
For investment projects, interest rate subsidies are provided for up to five years. For working capital loans, the support is available for up to three years.
The government covers part of the interest expenses, while the loan itself remains the entrepreneur’s obligation to the bank.
Since the beginning of 2026, 41 projects have been approved under the program, with a total value of 11.9 billion tenge.

The projects are being implemented across 15 regions of Kazakhstan.
The largest amount of financing was allocated to Aktobe Region at 3.1 billion tenge and Karaganda Region at 2.3 billion tenge. Abai Region and Almaty Region each received approvals totaling 1 billion tenge.
The 10 billion tenge allocated to the program is intended specifically for interest rate subsidies. The amount of loans raised directly by entrepreneurs is accounted for separately.
According to the Ministry of Trade and Integration, interest rate subsidies covered 458 projects in 2025. The total amount of loans reached 67.5 billion tenge.
These projects created 1,710 jobs.
The combined annual revenue of the supported businesses reached 358.1 billion tenge, an increase of 16.2% compared with the previous year.
Part of the loan funds was used to modernize markets. The facilities included Zarechny and Zarya in East Kazakhstan Region, Grand Park Zhetysai in Turkistan Region, Ashyk Zhol in West Kazakhstan Region, Shygys in Aktobe Region, and Sybaga in Kyzylorda Region.
A total of 4.2 billion tenge in loan funds was allocated to upgrade these retail facilities.
Government Support for Trade in Kazakhstan: Who Will Receive Up to 3 Billion Tenge
In 2026, Kazakhstan has allocated 10 billion tenge to support domestic trade. The funds will be used to subsidize interest rates on business loans. In return, entrepreneurs must meet requirements regarding the share of locally produced goods and refrain fr om increasing rent for one year, reports DKNews.kz.
The Ministry of Trade and Integration of the Republic of Kazakhstan provided details on the current terms of the program and its initial results.
The support is intended to help develop and modernize retail facilities, expand businesses, and replenish working capital.

Up to 3 billion tenge per project

up to 3 billion tenge in regional centers;

up to 1.5 billion tenge in small and single-industry towns, as well as rural settlements.

41 projects approved since the beginning of the year
Since the beginning of 2026, 41 projects have been approved under the program, with a total value of 11.9 billion tenge.
