Uzbekistan has approved a comprehensive package of measures aimed at promoting book culture and encouraging reading, according to Uznews. The corresponding decree was signed by the country's President as part of Tashkent's 2026–2027 socio-economic development program.

One of the key initiatives requires shopping malls with a total area exceeding 5,000 square meters to open bookstores. The measure is intended to improve public access to books and strengthen the city's cultural infrastructure.

The decree also provides for the creation of 24/7 Kitob ko‘chalari ("Book Streets") in popular pedestrian areas across Tashkent, as well as the establishment of bookstores, book kiosks, and Book Cafés in residential neighborhoods, markets, large shopping malls, and other public spaces.

To support entrepreneurs, vacant state-owned buildings will be provided free of charge for a period of five years, provided they are used to open bookstores.

In addition, Uzbekistan's capital will regularly host the international Tashkent Book Fest, the "Most Reading District" competition, and other initiatives designed to promote reading among the public.

A similar concept has long been implemented in shopping malls managed by TSPM. Bookstores operated by Meloman are already open at Dostyk Plaza and Shymkent Plaza, offering a wide selection of books, educational materials, and arts and crafts products, while creating additional value for shopping mall visitors.
